TERMS OF USE POLICY
2003-2006

The Connect Graham Community Network is pleased to offer the residents of Young County access to computers for electronic mail, information, services, activities, training, and the Internet. To gain access to the Internet all residents should read the terms of use policy. Children under the age of 18 are not permitted to use public access computers unless accompanied by a parent or legal guardian.

What is possible?
Access to e-mail, community web portal activities, local, state, and federal services and information, and the Internet will enable us to extend our geographic boundaries using electronic telecommunications to access and to explore thousands of libraries, databases, educational platforms, museums, and other repositories of information and to exchange communication. However, residents should be aware that when exploring the Internet some material accessible via the Internet might contain items that are illegal, defamatory, inaccurate, or potentially offensive. While the purposes of providing public access for residents in Young County is intended for educational, cultural, recreational, and informational uses some residents may find ways to access other less savory materials. We believe that the benefits Young County residents will receive through the Internet in the form of information resources, services, activities, and opportunities for collaboration far exceeds the possible disadvantages.

What is expected?
County residents are expected to act responsibly and appropriately while accessing the public computers and resources which have been installed within the 9 public access sites as follows: The Library of Graham, Graham Chamber of Commerce, Graham City Hall, Young County Courthouse-Law Library, Senior Citizen Center, GISD Administration Building, YMCA After School Program-Shawnee Elementary Campus, Ranger College Graham, and Graham Regional Hospital. These facilities have graciously consented to allow county residents access to free computer resources and the Internet for the betterment of their community neighbors. It is expected that all public users will comply with the specific rules set forth. As a general rule – NO SHIRT-NO SHOES- means NO ACCESS. If you intend to access public resources within one of the public access sites please dress appropriately as they may be conducting business. Access to these public resources is available during normal business hours specific to each facility. The use of the public computers and resources should be considered a privilege, and not a right, and can be revoked if abused. The user is personally responsible for his/her actions and behavior while accessing and utilizing the public computers and the Internet within the public access sites. All residents are strongly advised never to access, keep, or send anything that they would not want their friends or family to see.

What are the rules?
1. Do not use a computer to harm other people or their work.
2. Do not damage the computer in any way.
3. Do not interfere with the operation of the computer by installing illegal software, shareware, or freeware.
4. Do not view, send, or display offensive messages or pictures.
5. Do not waste limited resources such as disk space or printing capacity.
6. Usage is limited to 60 minutes each day per person.
7. BE PREPARED to be held accountable for your actions and for the loss of privileges if the Rules of Appropriate Use are violated.
